Accountability Framework

Across four integrity foundations, FUTURITALIA operates under a comprehensive accountability framework that governs decision-making, strengthens financial oversight, promotes ethical conduct, and ensures public transparency and trust. This framework defines how the organization is directed, how resources are managed, how conduct is regulated, and how concerns can be raised and addressed.

In this process, FUTURITALIA applies a combination of internally developed and externally recognized accountability instruments and progressively consolidates and formalizes them into a unified set of internal policies, procedures, and frameworks.

Integrity Foundations

The accountability framework is organized into four foundations to ensure discipline, transparency, and public confidence across every area of FUTURITALIA’s work.

FUTURITALIA uses a mix of internal and externally recognized instruments, then consolidates best practices into a unified internal standard set.
1. Governance Framework

The Governance Framework defines how FUTURITALIA is directed, coordinated, and internally organized. It establishes the principles, structures, and policies that guide decision-making, assign responsibilities, and ensure that all actions remain aligned with the organization’s mission, statutory objectives, and public-interest mandate. This framework is structured around two core components.

Governance Board

A supervisory and advisory body providing strategic guidance, oversight, and verification of alignment with FUTURITALIA’s mission, principles, and statutory objectives. It supports the Governing Body through non-binding assessments, recommendations, and reviews.

Governance CPPM (Core Policies & Procedures Manual)

The Core Policies and Procedures Manual governing internal administration, decision-making processes, delegations, human resources, records and information management, transparency rules, and internal controls.

2. Financial Framework

The Financial Framework governs how FUTURITALIA plans, manages, safeguards, and accounts for its financial resources. It ensures that funds are used responsibly, transparently, and in accordance with established rules, while supporting long-term sustainability and public trust. This framework is structured around two core components.

Treasury Board

A supervisory and advisory body responsible for financial oversight, sustainability assessments, budgetary reviews, and verification of compliance with internal rules and accountability principles.

Financial CPPM (Core Policies & Procedures Manual)

The Financial Management Policies and Procedures Manual governing budgeting, financial controls, procurement rules, expense authorities, reporting standards, and internal safeguards.

3. Ethics & Integrity

The Ethics & Integrity framework defines the standards of conduct, professional behavior, and ethical principles that guide all individuals and organizations engaging with, representing, or acting on behalf of FUTURITALIA. Its purpose is to promote honesty, impartiality, accountability, and public confidence in the organization’s work. This framework is structured around two core components.

Ethics Board

An oversight and advisory body responsible for safeguarding ethical standards, reviewing disclosures, providing guidance, and verifying compliance with FUTURITALIA’s values.

Standards of Conduct

The official code of professional behavior for all members, staff, and representatives of FUTURITALIA, including conflict of interest rules, disclosure obligations, neutrality principles, and integrity requirements.

4. Complaints & Feedback

The Complaints & Feedback framework provides accessible mechanisms for individuals and communities to raise concerns, report issues, and share feedback on FUTURITALIA’s activities. It exists to strengthen transparency, responsiveness, and continuous improvement. This framework is structured around two core components.

Public Concerns & Complaints

An accessible channel for the public to raise concerns regarding conduct, procedures, transparency, or service delivery.

Program Feedback

A structured mechanism for collecting, assessing, and integrating feedback on FUTURITALIA’s programs, projects, and public engagement initiatives.
