This pillar encompasses eight domains: Education, which equips individuals with knowledge and skills for life and work; Housing, which ensures safe, adequate, and affordable shelter; Health, which safeguards physical and mental well-being; Culture, which preserves identity, heritage, and creativity; Social Development, which reduces poverty and supports vulnerable populations; Social Security, which provides income protection and stability across life stages; Citizen and Immigration, which manages lawful identity, movement, and integration; and Jobs and Labour, which ensures fair employment, workforce development, and labour rights. Together, these domains form the core of human development, enabling societies to recover from crises, rebuild lives, and sustain long-term resilience.

As a core component of social well-being and human dignity, housing plays a vital role in health, stability, and economic security.
Health refers to the systems, institutions, services, and policies that ensure the physical, mental, and emotional well-being of individuals and populations. It encompasses the provision of preventive, diagnostic, therapeutic, rehabilitative, and palliative care across public and private sectors. The health sector plays a central role in safeguarding lives, responding to public health emergencies, and promoting equitable access to essential health services — forming a critical pillar for human development and national resilience.
Culture refers to the institutions, programs, practices, and heritage systems that preserve, express, and promote the identity, values, traditions, creativity, and diversity of a society. Social Security refers to the public systems, programs, and financial mechanisms that provide individuals with income protection and social insurance across various life stages and situations, including retirement, disability, unemployment, and survivorship. It serves as a foundational safety net that promotes economic stability, reduces poverty, and ensures dignity and continuity of support during times of life transition, crisis, or vulnerability.
Citizen and Immigration Services refer to the public institutions, administrative systems, and legal processes responsible for managing citizenship, immigration, and national identity documentation. This sector oversees the registration, verification, and legal status of citizens, permanent residents, and foreign nationals, ensuring that all individuals within the country are processed in accordance with applicable laws and national priorities.
