Understanding the Territorial Resilience Index (TRI)
Measuring the comprehensive strength of a territory.
The Territorial Resilience Index (TRI) is FUTURITALIA’s integrated monitoring framework for assessing the overall comprehensive strength, resilience, recovery progress, and long-term development capacity of a territory across the six pillars.
Rather than measuring one sector in isolation, the TRI shows how governance, infrastructure, economy, resources, social systems, and environmental conditions work together to shape territorial stability, capability, and future development potential.
TRI scores, baselines, indicators, and net change reporting will be introduced progressively as Piemonte’s methodology, data sources, reporting standards, and validation framework are approved.
Piemonte is currently monitored under the Recovery phase. Development reporting will be activated only after recovery baselines, indicators, and validation standards are approved.
TRI values are published quarterly within the active calendar year from January to December.

TRI Reporting Legend
TRI Feed — Indicates the current condition, strength, and resilience of the pillar within the territory as measured under the Territorial Resilience Index (TRI), FUTURITALIA’s integrated framework for assessing the overall comprehensive strength, resilience, and development condition of a territory.
Net Change — Measures directional territorial movement over time based on approved indicators, baselines, and reporting cycles. Net Change reporting is published quarterly within the active calendar year (January–December).
UNDERSTANDING THE TRI SCALE
TRI operates using a baseline-centered territorial functionality model where an approved normal operating baseline is set at 100. Values below 100 indicate territorial damage, disruption, degradation, or reduced operating functionality following a shock or calamity. A return to 100 indicates that the approved normal operating baseline has been restored. Values above 100 indicate development gains and improvements achieved beyond the original baseline condition.
